that the political traction they could not get before the election in attacking the president for the benghazi attack, they would try to get instead after the election by attacking susan rice for the benghazi attack. they attacked her specifically for going on sunday morning talk shows after the attack and delivering the administration's talking points about what was believed to have happened there. it later emerged that those talking points were exactly what the intelligence agencies told the administration they should say about the attack. senator mccain described that as the worst cover-up he had ever seen in his life. he said it was worse than watergate. he said that that susan rice, she's not very bright. actually used that phrase about her, "not very bright." part of the reason susan rice became such a high-profile potential nominee was because of that criticism from republican senators. more than that, it ended up becoming a very high-profile potential nomination because of the president's response to that republican criticism. >> let me say specifically about susan rice, she has done exemplar

clear from as soon as the controversy over benghazi, the comments began that it wasn't going to happen? >> i don't think this is just about partisanship. and i don't think it is just good benghazi. that was an issue of course. but in this case, there are a number of senators on both sides to the aisle that believe the united states has tough work ahead in international relations. someone has to negotiate with the iranians to make sure we don't get into a conflict there and sbhn a toughness and authority of a jim baker and frankly, there was a sense about susan rice that even though she is very talented and i think she did a generous thing today by withdrawing, she really was loyal to her president by him doing that. but there was also a sense that she didn't have the weight. she didn't have the background that senator kerry does. and he is extremely schooled and knows the rough parts of the world. there was a sense in the senate that people there would just be more comfortable with him representing the united states. >> david, what do you think this says about president obama himself.

the policy and what the findings were in benghazi. the secretary of cia did to the go. and so susan rice did. on that fateful sunday after the ambassador's assassination. i think that's probably the first example, first lesson. she was out there by herself. i mean make no mistake about it. the chorus of support was pretty muted. and when the criticism came she-- the president said she was extraordinary and got a big hand at a cabinet meeting but i didn't see anything further organized on her behalf. an there were obviously beyond john mccain's own apparent vendetta from the 2008 campaign, there was when you get susan collins and people like that starting to line up against you, i mean it seemed to be a building that was going to be a tough fight. >> i would just say she was not her, she became i think for the opponents a symbol of the libya policy which a lot of people didn't like the way the libya thing was handled even before benghazi. and so if should not reflect on her professionalism and competence but she became a symbol. >> woodruff: we'll find out in a few days whether it's john kerr
